CARES/CRRSA

(Subject to state small changes – but possible) see your state's use of these Federal Objectives, which are guidelines.

  1. Activities authorized under ESEA, IDEA, Perkins, McKinney-Vento subtitle B, Adult Education, and Family Literacy Acts.
  2. Coordinate preparedness and response efforts of LEA to prevent, prepare for and respond to COVID-19.
  3. Activities to address unique needs of low-income students, students with disabilities, English learners, racial and ethnic minorities, students experiencing homelessness, foster youth.
  4. Develop and implement procedures and systems to improve the preparedness and response efforts of LEA. Includes – Sanitation, purchase of supplies and sanitizing facilities, planning for closures, educational services.
  5. Purchase educational technology (including hardware, software, and connectivity) for students served by LEA, including low-income and IDEA.
  6. Provide mental health services and supports.
  7. Plan and implement summer learning and supplemental afterschool activities.
  8. Implementing evidence-based activities to meet students' comprehensive needs; providing information and assistance to parents and families, including in a distance learning environment; and/or tracking student attendance and improving student engagement in distance education.
  9. School facility repairs and improvements to enable operation of schools to reduce risk of virus transmission and exposure to environmental health hazards, and to support student health needs inspection, testing, maintenance, repair, replacement, and upgrade projects to improve the indoor air quality in school facilities, including mechanical and non-mechanical heating, ventilation, and air conditioning systems, filtering, purification, and other air cleaning, fans, control systems, and window and door repair and replacement.
  10. Provide principals and other school leaders with resources necessary to address their individual schools' needs. Please elaborate below.
  11. Other activities necessary to maintain the operations and continuity of services in the LEA and employ existing LEA staff.

ARPA

The ARP ESSER funds may be used to address the many impacts of COVID-19 on pre-K through 12 education, including:

  1. Investing in resources to implement CDC's K-12 operational strategy for in-person learning to keep educators, staff, and students safe; improving ventilation; purchasing personal protective equipment (PPE); and obtaining additional space to ensure social distancing in classrooms.
  2. Avoiding devastating layoffs and hiring additional educators to address learning loss, providing support to students and existing staff, and providing sufficient staffing to facilitate social distancing.
  3. Implementing strategies to meet students' social, emotional, mental health, and academic needs hit hardest by the pandemic, including through evidence-based interventions and critical services like community schools.
  4. Funding crucial summer, after-school, and other extended learning and enrichment programs. Hiring additional school personnel, such as nurses and custodial staff, keeps schools safe and healthy.
  5. Providing for social distancing and safety protocols on buses.
  6. Funding for Wi-Fi hotspots and devices for students without connectivity for remote learning and supporting educators in the effective use of technology; and
  7. Additional uses as allowed in the statute. – under ESSER and ESSER II
